Jamshed Minhaj Rahman, 18th batch officer of BCS (Audit and Accounts) cadre has been dismissed for taking Canadian citizenship. He was working as Deputy Comptroller and Auditor General (Reserve) in the office of Comptroller and Auditor General.
This information has been given in a notification of the Ministry of Finance. According to the notification, Jamshed Minhaj Rahman assumed foreign (Canadian) citizenship without the permission of the government as per rule 31(a) of the Government Servants (Conduct) Rules, 1979. According to the Special Branch of Bangladesh Police, he traveled to different countries in 2014, 2015, 2016 and 2019 using Canadian passport (No. GJ448520).
Jamshed Minhaj Rahman accepted the citizenship of a foreign country but took salary and allowance from the revenue sector of the government. He was directed to surrender his Canadian passport along with a show-cause notice on February 7 last year, based on allegations of taking foreign citizenship. But he submitted partial photocopy of expired Bangladeshi passport dated 2017 (No.-AD 9272573) instead of Canadian passport.
According to the notification, Jamshed Minhaj Rahman assumed foreign (Canadian) citizenship without the permission of the government as per rule 31(a) of the Government Servants (Conduct) Rules, 1979.
Then on March 8 last year, he did not respond when he was directed to submit the original copy of the passport used during his last foreign trip within seven working days. A departmental case was registered against him for misconduct under Rule 3(b) of the Government Servants (Discipline and Appeal) Rules, 2018.
The notification also said that Jamshed Minhaj Rahman did not respond to the second show cause notice. For non-response to the second show-cause notice, it was decided to impose capital punishment of ‘dismissal from service’ on Jamshed Minhaj Rahman under Rule 4(3)(d) of the Government Servants (Discipline and Appeal) Rules, 2018 and pursuant to Rule 7( 10) and Bangladesh Public Works Commission (Consultation) Regulations, 1979 as per Article No. 6, when the Bangladesh Public Works Commission was asked for its advice, the Commission agreed on the matter. The President graciously agreed to the proposal to award him capital punishment equivalent to ‘dismissal from service’. According to Rule 4(3) (d) of the Government Servants (Discipline and Appeal) Rules, 2018, Jamshed Minhaj Rahman was given severe punishment for ‘Dismissal from Service’. This order will be effective immediately.
